- HOUSE OF REPRESENTATIVES COMMITTEE ON WAYS AND MEANS REP. BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Tuesday, May 7, 2019 10:30 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Ways and Means was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Absent/Excused: None. Representative Warren moved to adopt the meeting minutes from May 2, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4056 before the committee: HB 4056 (Rep. Anthony) A bill to amend 2014 PA 462, entitled “An act to allow peace officers to carry and administer opioid antagonists in certain circumstances; to provide access to opioid antagonists by law enforcement agencies and peace officers; and to limit the civil and criminal liability of law enforcement agencies and peace officers for the possession, distribution, and use of opioid antagonists under certain circumstances,” by amending section 1 (MCL 28.541). Representative Lilly moved to report out House Bill No. 4056 with the recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Nays: None. Pass: None. The following people submitted a card in support of HB 4056, but did not wish to speak: Blaine Koops, representing the Michigan Sheriffs Association. The Chair laid HB 4095 before the committee: HB 4095 (Rep. Reilly) A bill to amend 2006 PA 110, entitled “Michigan zoning enabling act,” by amending section 102 (MCL 125.3102), as amended by 2008 PA 12. Substitute (H-1) was previously adopted to HB 4095 on April 25th, 2019. Representative Warren offered the following amendments to HB 4095 (H-1): 1. Amend page 4, line 14, after “722.128” by inserting “AND”. 2. Amend page 4, line 15, after “MORE” by striking out the balance of the subparagraph and inserting a period. Representative Warren moved to adopt the amendments to HB 4095 (H-1). The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, K Hertel. Nays: None. Pass: None. Representative Warren moved to report House Bill No. 4095 as amended, as substitute (H-2). The motion prevailed 11-0-0. FAVORABLE ROLL CALL Yeas: Reps.
