NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES Wednesday, August 27, 2025 10:30 AM Room 327, House Office Building The House Committee on Education and Workforce was called to order by Chair DeBoer. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Paquette, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Absent: None. Excused: None. Representative Paquette moved to adopt the meeting minutes from June 11, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4556 and HB 4557 before the committee: HB 4556 (Rep. Kunse) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1279g (MCL 380.1279g), as amended by 2016 PA 170. HB 4557 (Rep. Koleszar) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 22p and 104c (MCL 388.1622p and 388.1704c), section 22p as amended by 2024 PA 120 and section 104c as amended by 2021 PA 48; and to repeal acts and parts of acts. Representative Kunse and Representative Koleszar testified together in support of HB 4556 & HB 4557. Questions and discussion followed. Patrick O'Conner, the Government Relations Chair for the Michigan Association for College Admission, testified in support of HB 4556 & HB 4557. Questions and discussion followed. Fox) A bill to require that certain educational institutions in this state, when providing students with multiple occupancy restrooms, changing areas, and similar facilities, do so in a manner that ensures each student's privacy from individuals of the opposite biological sex; and to provide for the powers and duties of certain state and local governmental officers and entities. Representative Kunse moved to adopt substitute (H-1) to HB 4024. The motion prevailed 6-4-0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Paquette, Fox, Kunse, St. Germaine and Pavlov. Nays: Reps. Wilson, Koleszar, Weiss and Byrnes. Pass: None. Representative Fox testified in support of HB 4024. Questions and discussion follow. Kyle Zawacki, representing the American Civil Liberties Union, testified in opposition to HB 4024. Questions and discussions followed.
