- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 15, 2019 10:30 AM Room 327, House Office Building The House Standing Committee on Elections and Ethics was called to order by the Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent/Excused: None. Representative Sheppard moved to adopt the meeting minutes from April 17, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4446 before the committee: HB 4446 (Rep. Calley) A bill to amend 1976 PA 388, entitled “Michigan campaign finance act,” by amending sections 5, 9, 12, 21, 24, 34, 41, 51, 54, and 55 (MCL 169.205, 169.209, 169.212, 169.221, 169.224, 169.234, 169.241, 169.251, 169.254, and 169.255), sections 5 and 41 as amended by 1999 PA 237, sections 9, 24, 51, 54, and 55 as amended by 2017 PA 119, section 12 as amended by 2001 PA 250, section 21 as amended by 2015 PA 269, and section 34 as amended by 2012 PA 277. Jenita Moore, Secretary of State's Office, testified with no position on HB 4446. Questions and discussion followed. Representative Sheppard moved to adopt substitute (H-1) to HB 4446. The motion prevailed 7-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. Representative Hope offered the following amendments to HB 4446 (H-1): 1. Amend page 3, line 6, after "SHIPPING" by inserting "OR AN ITEM OR PRIZE PURCHASED UNDER SECTION 55(8)". 2. Amend page 5, line 23, after "SHIPPING" by inserting "OR AN ITEM OR PRIZE PURCHASED UNDER SECTION 55(8)". 3. Amend page 30, line 5, after "(5) A" by striking out "COMMITTEE" and inserting "SEPARATE SEGREGATED FUND". 4. Amend page 34, line 24, after "SHIPPING" by inserting "OR AN ITEM OR PRIZE PURCHASED UNDER SECTION 55(8)". Representative Hope moved to adopt the amendments to HB 4446. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. Representative Sheppard moved to refer House Bill No. 4446 as amended, as substitute (H-2). The motion prevailed 5-0-2. Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette. Nays: None. Pass: Reps. Guerra, Hope. There being no further business before the committee, Rep. Julie Calley adjourned the meeting at 10:37 AM.
