KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, May 15, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair Crawford. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Garrett, Liberati, B Carter, C Johnson. Absent/Excused: None. Representative Wozniak moved to adopt the meeting minutes from May 8, 2019. There being no objection, the motion prevailed by unanimous consent. At 9:03 a.m., the Chair went at ease at the call of the Chair. At 9:05 a.m., the Chair called the committee back to order. The Chair laid HB 4406 before the committee: HB 4406 (Rep. Markkanen) A bill to amend 2008 PA 525, entitled “Fostering futures scholarship trust fund act, “by amending section 7b (MCL 722.1027b), as added by 2014 PA 530. Representative Gregory Markkanen explained his bill. Karie Ward, Director for Fostering Success Michigan, testified in support of HB 4406. Questions and discussion followed. Arielle Duncan, a Wayne State University sophomore, representing The New Foster Care, testified in support of HB 4406. Questions and discussion followed. Wilbert Fobbs III, Director of Operations, Policy and Youth Services for The New Foster Care, testified in support of HB 4406. Questions and discussion followed. Paul G. Connors, Legislative Liaison for the Michigan Department of Treasury, testified in support of HB 4406. Questions and discussion followed. Robin Lott, Executive Director for the Michigan Education Trust for the Michigan Department of Health and Human Services, testified in support of HB 4406. Questions and discussion followed. Crawford) A bill to amend 1973 PA 116, entitled “An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts, “by amending section 10 (MCL 722.120), as amended by 2017 PA 257. HB 4550 (Rep. Carter) A bill to amend 2008 PA 260, entitled “Guardianship assistance act, “by amending section 4 (MCL 722.874), as amended by 2015 PA 227. Representative Liberati moved to refer House Bill No. 4549 to the committee on Ways and Means. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanSingel) A bill to amend 1978 PA 368, entitled “Public health code, “by amending the heading of part 93 and sections 9307 and 9321 (MCL 333.9307 and 333.9321), and by adding sections 9312 and 9316. Rob Winkelman, Legislative Assistant to Representative Scott VanSingel, introduced David Newman, Associate Director for Michigan Primary Care Association, Anne C. Scott, M.P.H., Deputy Health Officer and Executive Director-Community Health Centers for the Ingham County Health Department, and Meghan Swain, BBA, Executive Director Michigan Association for Local Public Health, who testified in support of the bill. Questions followed. Rick Lantz, Vice President and Chief Lobbyist for Delta Dental of Michigan, Ohio, and Indiana, testified in support of Questions and discussion followed. Michelle Spencer, a board officer for the Michigan Dental Hygienists Association, testified in support of Questions and discussion followed.
