HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, May 15, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by the Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. Representative Marino moved to adopt the meeting minutes from May 1, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4408 before the committee: HB 4408 (Rep. Miller) A bill to amend 2000 PA 321, entitled “Recreational authorities act,” by amending section 27 (MCL 123.1157). Representative Miller and Lindsey Oswald, the St. Joseph County Clerk, testified in support of HB 4408. Questions and discussion followed. The following people submitted a card with a neutral position on HB 4408, but did not wish to speak: Paul Connors, representing the Michigan Department of Treasury. The following people submitted a card in support of HB 4408, but did not wish to speak: Judy Allen, representing the Michigan Township Association. The Chair laid HB 4209 before the committee: HB 4209 (Rep. Slagh) A bill to amend 1893 PA 206, entitled “The general property tax act,” by amending section 44 (MCL 211.44), as amended by 2012 PA 482. Representative Slaugh and Tim VanBennekom, representing Allendale Charter Township, testified in support of HB 4209. Questions and discussion followed. The following people submitted a card with a neutral position on HB 4209, but did not wish to speak: Paul Connors, representing the Michigan Department of Treasury. The following people submitted a card in support of HB 4209, but did not wish to speak: Judy Allen, representing the Michigan Township Association.
