SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES Wednesday, August 27, 2025 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Hope and Breen. Absent: Reps. Tyrone Carter and Scott. Excused: Reps. Tyrone Carter and Scott. Representative Schuette moved to adopt the meeting minutes from August 20, 2025. There being no objection, the motion prevailed with unanimous consent. Representative BeGole moved to excuse Representatives Tyrone Carter and Scott from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4664 before the committee: HB 4664 (Rep. St. Germaine) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 676b (MCL 257.676b), as amended by 2021 PA 43. The substitute (H-1) to HB 4664 was previously adopted on August 20, 2025. Representative BeGole moved to report out HB 4664 with recommendation, as substitute [H-1]. The motion prevailed 7-1-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen and Schuette. Nays: Rep. Hope. Pass: None. The Chair laid HB 4690 and HB 4691 before the committee: HB 4690 (Rep. Linting) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 479a (MCL 750.479a), as amended by 2012 PA 60. HB 4691 (Rep. Mueller) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 602a (MCL 257.602a), as amended by 1999 PA 73. Representative Linting and Representative Mueller testified in support of HB 4690 and HB 4691. Questions and discussions followed. Chief Archie Hamilton, representing the Wyandott Police Department, testified in support of HB 4690 and HB 4691. Questions and discussions followed. The following person submitted a card in support of HB 4690 and HB 4691, but did not wish to speak: Mike Sauger, representing the Michigan Fraternal Order of Police. The Chair laid HB 4755 before the committee: HB 4755 (Rep. Jenkins-Arno) A bill to amend 1976 PA 331, entitled "Michigan consumer protection act," by amending section 3 (MCL 445.903), as amended by 2022 PA 152, and by adding section 3j. Representative Jenkins-Arno testified in support of HB 4755. Brian Young, representing the Sports Fans Coalition, testified in support of HB 4755. The following people submitted a card in support of HB 4755, but did not wish to speak: Josh Stephens, representing Live Nation. Matt Sowash, representing Stub-Hub. At 11:10 AM, the Chair laid the committee at ease. At 11:20 AM, the Chair called the committee back to order. The committee returned to consideration of HB 4664. Representative Hope made a motion to reconsider the vote by which HB 4664 was reported, as substitute (H-1). The motion did not prevail 2-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Hope and Breen. Nays: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen and Schuette. Pass: None. There being no further business before the committee, Chair Lightner adjourned the meeting at 11:24 AM.
