DAIRE L RENDON CHAIR COMMITTEE MEETING MINUTES Thursday, May 16, 2019 9:00 AM Room 521, House Office Building The House Standing Committee on Insurance was called to order by the Chair Rendon. The Chair requested attendance be called: Present: Reps. Rendon, Markkanen, Webber, Vaupel, Bellino, Frederick, Hoitenga, LaFave, Berman, Paquette, Wittenberg, Gay-Dagnogo, Lasinski, Sneller, Bolden, B. Carter, Coleman. Absent/Excused: None. Representative Wittenberg moved to adopt the meeting minutes from April 18, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4044 before the committee: HB 4044 (Rep. Hoitenga) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending sections 1205 and 1239 (MCL 500.1205 and 500.1239), section 1205 as amended by 2008 PA 422 and section 1239 as amended by 2008 PA 423. Representative Hoitenga explained the proposed substitute (H-2). The following people submitted a card with a neutral position on HB 4044, but did not wish to speak: Matt Wesolek, representing the Michigan Association of Insurance Agents. Ryan Burtlsa, representing the Michigan Association of Health Underwriters. Karin Gyger, representing the Michigan Department of Insurance and Financial Services. Representative Markkanen moved to adopt substitute (H-2) to HB 4044. The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps. Rendon, Markkanen, Webber, Vaupel, Bellino, Frederick, Hoitenga, LaFave, Berman, Paquette, Wittenberg, Gay-Dagnogo, Lasinski, Sneller, Bolden, B. Carter, Coleman. Nays: None. Pass: None. Representative Webber moved to refer House Bill No. 4044 to the committee on Ways and Means, with recommendation as substitute (H-2). The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps. Rendon, Markkanen, Webber, Vaupel, Bellino, Frederick, Hoitenga, LaFave, Berman, Paquette, Wittenberg, Gay-Dagnogo, Lasinski, Sneller, Bolden, B. Carter, Coleman. Nays: None. Pass: None. The Chair laid HB 4508 before the committee: HB 4508 (Rep. Webber) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 1202 (MCL 500.1202), as amended by 2016 PA 114, and by adding chapter 12b. Representative Webber testified in support of the bill. Questions and discussion followed. Bob Stefanski, representing the American International Group, joined by John Fielding, representing the United States Travel Insurance Association, testified in support of the bill. Questions and discussion followed. Karin Gyger and Michele Riddering, both representing the Michigan Department of Insurance and Financial Services, both testified with no position on the bill. Questions and discussion followed. There being no further business before the committee, Rep. Daire Rendon adjourned the meeting at 9:35 AM.
