- HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT REP. MATT HALL CHAIR COMMITTEE MEETING MINUTES Thursday, May 16, 2019 10:30 AM Room 326, House Office Building The House Standing Committee on Oversight was called to order by the Chair Hall. The Chair requested attendance be called: Present: Reps. Hall, Reilly, Webber, S Johnson, LaFave, Schroeder, C Johnson, Camilleri, LaGrand. Absent/Excused: None. Representative Reilly moved to adopt the meeting minutes from May 2, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4336 and HB 4574 before the committee: HB 4336 (Rep. Johnson) A bill to amend 2003 PA 1, entitled "An act to provide for the audit and examination of this state and state funds; to provide for the audit and examination of the books and accounts of all branches, departments, offices, boards, commissions, agencies, authorities, and institutions of this state; to prescribe powers and duties of certain state officers and employees; to provide for access to certain records; to provide for the subpoena of witnesses and production of documents and records; to prescribe penalties; and to provide for the administration of this act," by amending the title and section 1 (MCL 13.101). HB 4574 (Rep. LaGrand) A bill to amend 1846 RS 1, entitled "Of the statutes," (MCL 8.1 to 8.9) by adding section 6a. Representative S. Johnson testified in support of HB 4336 and HB 4574. Doug Ringler and Laura Hirst, representing the Office of the Auditor General, testified in support of HB 4336 and HB 4574. Questions and discussion followed. The Chair laid HB 4435 and HB 4436 before the committee: HB 4435 (Rep. Reilly) A bill to protect the right of free speech and assembly on the campuses of public universities and community and junior colleges; to provide for enforcement of that right; and to provide remedies. HB 4436 (Rep. Reilly) A bill to promote and safeguard the right of free speech and assembly on the campuses of public universities and community and junior colleges; and to provide for the powers and duties of certain state and local governmental officers and entities. Representative Reilly testified in support of HB 4435 and HB 4436. The chair handed the gavel over to Vice-Chair Reilly at 11:03 a.m. Evan Oudekerk, Young Americans for Liberty, testified in support of HB 4435 and HB 4436. Questions and discussion followed. Armand Alacbay, representing American Council of Trustees and Alumni, testified in support of HB 4435 and HB 4436. Questions and discussion followed. Lance Kinzer, representing the First Amendment Partnership, testified in support of HB 4435 and HB 4436 via video call. Questions and discussion followed. Hoa An Pham, representing the Michigan Student Power Network, testified in opposition of HB 4435 and HB 4436. Questions and discussion followed. The following people submitted a card in opposition of HB 4435 and HB 4436, but due to the time constraints were unable to speak: Miriam Saperstein, representing herself. The following people submitted a card in support of HB 4435 and HB 4436, but did not wish to speak: Tony Daunt, representing the Michigan Freedom Fund. The following people submitted a card in opposition of HB 4435 and HB 4436, but did not wish to speak: Sharif Krabti, representing the himself as a student at the University of Michigan. Merissa Kovach, representing the American Civil Liberties Union. There being no further business before the committee, Rep. Matt Hall adjourned the meeting from the floor at 12:54 PM.
