GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, May 21, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by the Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Wakeman moved to adopt the meeting minutes from May 14, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4018 before the committee: HB 4018 (Rep. Allor) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 48738 (MCL 324.48738), as amended by 2014 PA 541. The following people submitted a card in support of HB 4018, but did not wish to speak: Craig Brunet, representing the Michigan Department of Natural Resources. Representative Calley explained the amendment. Representative Calley offered the following amendment to HB 4018: 1. Amend page 2, line 6, after "possesses" by inserting "LAKE". Representative Calley moved to adopt the amendment to HB 4018. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Nays: None. Pass: None. Representative Wakeman moved to refer House Bill No. 4018 as amended, as substitute (H-1). The motion prevailed 8-1-0: Yeas: Reps. Howell, Wakeman, Calley, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Nays: Rep. Reilly. Pass: None. The Chair laid HB 4519 before the committee: HB 4519 (Rep. Johnson) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act, “by amending sections 74114 and 83106 (MCL 324.74114 and 324.83106), section 74114 as amended by 2004 PA 587 and section 83106 as amended by 2010 PA 34. Jason Fleming and Craig Brunet, Michigan Department of Natural Resources, testified in opposition to HB 4519. Questions and discussion followed. The Chair laid HB 4340 before the committee: HB 4340 (Rep. Reilly) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 40112 (MCL 324.40112), as amended by 2015 PA 12. Representative John Reilly testified in support of HB 4340. Questions and discussion followed. Amy Trotter, Michigan United Conservation Clubs, testified in support of HB 4340. Questions and discussion followed. Dale Hendershot, Michigan Trappers & Predator Callers, testified in support of HB 4340. Questions and discussion followed. Tim Dusterwinkle, representing the MI Bear Hunters Association. Roger Thorman, representing the Michigan State Foxhunters. Joe Hudson, representing the UP Bear Houndsmen Association. The following people submitted a card in opposition to HB 4340, but did not wish to speak: Kimberly Budin, representing the ACLU. The following people submitted a card in no position of HB 4340, but did not wish to speak: Craig Brunet, representing the Michigan Department of Natural Resources.
