- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 22, 2019 10:30 AM Room 327, House Office Building The House Standing Committee on Elections and Ethics was called to order by the Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent/Excused: None. Representative Hornberger moved to adopt the meeting minutes from May 15, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair invited Ingham County Clerk Barb Byrum, Ottawa County Clerk/Register Justin Roebuck, and Lansing City Clerk Chris Swope to give a presentation. Questions and discussion followed. At 11:09 AM, the Chair laid the committee at ease. At 11:10 AM, the Majority Vice Chair Jason Sheppard called the committee back to order. The Chair laid HB 4291 before the committee: HB 4291 (Rep. Calley) A bill to amend 1976 PA 388, entitled “Michigan campaign finance act,” by amending sections 33 and 34 (MCL 169.233 and 169.234), section 33 as amended by 2017 PA 119 and section 34 as amended by 2012 PA 277. Chair Calley and Ottawa County Clerk/Register Justin Roebuck testified in support of HB 4291. Questions and discussion followed. At 11:18 AM, the Majority Vice Chair Jason Sheppard laid the committee at ease. At 11:19 AM, the Chair called the committee back to order. Jenita Moore, Secretary of State's Office, testified in neutral of HB 4291. Questions and discussion followed. There being no further business before the committee, Rep.
