- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, May 22, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Tax Policy was called to order by Chair Afendoulis. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, S Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Robinson, Whitsett. Absent/Excused: None. The Chair laid before the committee the following presentation: House Fiscal Agency, regarding the Wayfair decision. Jim Stansell, representing the House Fiscal Agency, presented to the committee. The Chair laid HB 4540, HB 4541, HB 4542 and HB 4543 before the committee: HB 4540 (Rep. Afendoulis) A bill to amend 1933 PA 167, entitled "General sales tax act,"(MCL 205.51 to 205.78) by adding section 2d. HB 4541 (Rep. Tate) A bill to amend 1937 PA 94, entitled "Use tax act,"(MCL 205.91 to 205.111) by adding section 5c. HB 4542 (Rep. Webber) A bill to amend 1933 PA 167, entitled "General sales tax act,"(MCL 205.51 to 205.78) by adding section 2c. HB 4543 (Rep. Yancey) A bill to amend 1937 PA 94, entitled "Use tax act,"(MCL 205.91 to 205.111) by adding section 5b. At 10:48 AM, the Chair laid the committee at ease. The Chair handed the gavel over to Vice Chair Lower. At 10:49 AM, the Majority Vice Chair James Lower called the committee back to order. Representative Afendoulis, Representative Webber, Representative Yancey, and Representative Tate testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Questions and discussion followed. At 10:54 AM, the Majority Vice Chair James Lower laid the committee at ease. Vice Chair Lower handed the gavel back to Chair Afendoulis. At 10:55 AM, Chair Afendoulis called the committee back to order. Doug Wildley, representing the Game Room Guys, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Amy Drumm, representing the Michigan Retailers Association, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Barb Stein, representing the Great Northern Trading Company, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Dan Marshall, representing Marshall Music Company, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Steve Bieda and Dave Metelski, representing the Michigan Department of Treasury, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. The following people submitted a card in support of HB 4540, HB 4541, HB 4542 and HB 4543, but did not wish to speak: Jennifer Smith, representing the Michigan Association of School Boards. Alexa Kramer, representing the Grand Rapids Chamber of Commerce. Ken McClure, representing the Kroger. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. Meghann Keit, representing the Michigan Association of Counties. Angela Hoover, representing the Walgreens. Dan Papineau, representing the Michigan Chamber of Commerce. Judy Allen, representing the Michigan Township Association. The following people submitted a card in support of HB 4540 and HB 4541, but did not wish to speak: Conner Spalding, representing the Michigan Restaurant and Lodging Association.
