PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, June 4, 2019 Room 521, House Office Building The House Standing Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, B Carter, T Carter, Koleszar, Stone. Absent/Excused: None. Representative O'Malley moved to adopt the meeting minutes from May 21, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4208 and HB 4262 before the committee: HB 4208 (Rep. Johnson) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1249 (MCL 380.1249), as amended by 2018 PA 235. HB 4262 (Rep. Reilly) A bill to amend 1978 PA 90, entitled "Youth employment standards act," by amending section 2 (MCL 409.102), as amended by 1996 PA 438. The following people submitted a card in support of HB 4208 and HB 4262, but did not wish to speak: Caroline Liethen, representing the Michigan Department of Education. Dr. David Michelson, representing the Michigan Education Association. Representative Camilleri moved to adopt substitute (H-2) to HB 4208. Amend page 10, line 11, after "TEACHER." by inserting "IF AN INDIVIDUAL IS UNABLE TO CONDUCT AN EVALUATION DUE TO THE OPERATION OF THIS SUBDIVISION AND IF ANOTHER TEACHER WHO TEACHES AT THE SCHOOL IN WHICH THAT INDIVIDUAL'S FAMILY MEMBER TEACHES SUBMITS A REQUEST, IN A FORM AND MANNER PRESCRIBED BY THE BOARD OR BOARD OF DIRECTORS, THAT HIS OR HER EVALUATION IS CONDUCTED BY ANOTHER INDIVIDUAL, THEN THE BOARD OR BOARD OF DIRECTORS SHALL ENSURE THAT HIS OR HER EVALUATION IS CONDUCTED BY ANOTHER INDIVIDUAL.". Representative Koleszar spoke to his amendment. Representative Koleszar moved to adopt the amendment to HB 4208 as substitute (H-2). The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Paquette) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1284b (MCL 380.1284b), as amended by 2006 PA 235, and by adding sections 1173 and 1173a. HB 4627 (Rep. Crawford) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979,"by amending section 101 (MCL 388.1701), as amended by 2019 PA 11. Representative Paquette and Representative Crawford testified in support of HB 4626 and HB 4627. Questions and discussion followed.
