- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND OUTDOOR RECREATION REP. GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, June 4, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by the Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Wakeman moved to adopt the meeting minutes from May 21, 2019. There being no objection, the motion prevailed by unanimous consent. Minority Vice-Chair Sowerby made an introduction to the committee. The Chair laid HB 4340 before the committee: HB 4340 (Rep. Reilly) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 40112 (MCL 324.40112), as amended by 2015 PA 12. Representative Reilly explained the amendment. Representative Reilly offered the following amendment to HB 4340: 1. Amend page 1, line 8, by inserting "engaged in the process of". Representative Reilly moved to adopt the amendment to HB 4340. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Nays: None. Pass: None. Representative Reilly moved to refer House Bill No. 4340 as amended, as substitute (H-1). The motion prevailed 7-2-0 FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Cambensy. Nays: Reps. Sowerby, Pohutsky. Pass: None. The following people submitted a card in support of HB 4340, but did not wish to speak: Dale Hendershot, representing the MI Trappers & predator Callers Association. The following people submitted a card in no position of HB 4340, but did not wish to speak: Craig Brunet, representing the Michigan Department of Natural Resources. The Chair laid HB 4589 before the committee: HB 4589 (Rep. Reilly) A bill to designate the eastern wild turkey as the official game bird of the state of Michigan. Johnson) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,"by amending sections 74114 and 83106 (MCL 324.74114 and 324.83106), section 74114 as amended by 2004 PA 587 and section 83106 as amended by 2010 PA 34. Representative Wakeman moved to adopt substitute (H-1) to HB 4519. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Nays: None. Pass: None. Craig Brunet, Michigan Department of Natural Resources, testified in opposition to HB 4519. Questions and discussion followed. There being no further business before the committee, Rep. Gary Howell adjourned the meeting at 12:43 PM.
