STEVE MARINO CHAIR COMMITTEE MEETING MINUTES Thursday, June 6, 2019 9:00 AM Room 519, House Office Building The House Standing Committee on Commerce and Tourism was called to order by the Chair Marino. The Chair requested attendance be called: Present: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian. Absent/Excused: Rep. Robinson. Representative Wendzel moved to adopt the meeting minutes from May 16, 2019. There being no objection, the motion prevailed by unanimous consent. At 9:09 AM, the Chair laid the committee at ease. At 9:15 AM, the Chair called the committee back to order. The House Standing Committee on Military, Veterans, and Homeland Security was called to order by the Chair, Representative Beau LaFave. The roll was called by the Clerk and announced a quorum was present. Members present: Representatives LaFave, Mueller, Marino, Markkanen, Jones, Chirkun, T. Carter, and Manoogian. (8/9) Member absent and excused: Representative Afendoulis. (1/9) Representative Jones moved to excuse Representative Afendoulis from today’s committee meeting. There being no objection the motion prevailed by unanimous consent of the members present. The Military Chair requested a moment of silence in honor of the seventy-fifth anniversary of the D-Day invasion of Normandy, France on June 6, 1944. The Military Chair turned over the gavel to the Commerce Chair. Sean Carlson, Executive Director, and Vicki Selva, Deputy Director, Michigan Defense Center, testified in support of There being no other business before the Committee on Military, Veterans, and Homeland Security; Representative Marino moved that the Committee adjourn. The motion prevailed, the time being 10:20 a.m. The Military Chair declared the meeting adjourned. The Military Chair turned over the gavel to the Commerce Chair. At 10:21 AM, the Chair laid the committee at ease. At 10:21 AM, the Chair called the committee back to order. The Chair laid HB 4544 and HB 4545 before the committee: HB 4544 (Rep. Iden) A bill to amend 1969 PA 317, entitled “Worker’s disability compensation act of 1969,"(MCL 418.101 to 418.941) by adding section 123. HB 4545 (Rep. Lilly) A bill to amend 2010 PA 370, entitled “Michigan professional employer organization regulatory act,” by amending section 17 (MCL 338.3737), as amended by 2011 PA 125. The following people submitted a card in support of the bills, but did not wish to speak: Tyrone Sanders, Jr., a lobbyist for Public Affairs Associates, representing the National Association of Professional Employer Organizations. The following people submitted a card in opposition to the bills, but did not wish to speak: Frank Waters, representing the Michigan Department of Licensing and Regulatory. The Chair offered a (H-3) substitute for House Bill 4544. Representative Meerman moved to adopt substitute (H-3) to HB 4544. The motion prevailed 10- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian. Nays: None. Pass: None. Representative Wakeman moved to refer House Bill No. 4544 to the committee on Ways and Means, with recommendation as substitute (H-3). The motion prevailed 9-0-1: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Manoogian. Nays: None. Pass: Rep. Hope. Representative Schroeder moved to adopt substitute (H-2) to HB 4545. The motion prevailed 10- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian. Nays: None. Pass: None. Representative Cambensy offered the following amendment to HB 4545 (H-2): 1. Amend page 2, line 19, after "THE" by striking out "DIRECTOR OF THAT". Representative Cambensy moved to adopt the amendment to HB 4545 (H-2). The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian. Nays: None. Pass: None. Representative Schroeder moved to refer House Bill No. 4545 as amended, as substitute (H-3). The motion prevailed 10-0-0. FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Wakeman, Cambensy, Camilleri, Hope, Manoogian, Robinson. Nays: None. Pass: None. Representative Camilleri moved that the committee adjourn; he withdrew his motion. Representative Camilleri moved to excuse Representative Robinson from the meeting. There being no objection the motion prevailed by unanimous consent.
