HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES Wednesday, September 3, 2025 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Absent: None. Excused: None. Representative Schuette moved to adopt the meeting minutes from August 27, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4596 before the committee: HB 4596 (Rep. Wortz) A bill to amend 1974 PA 258, entitled "Mental health code," by amending sections 1034 and 1044 (MCL 330.2034 and 330.2044). Representative Wortz testified in support of HB 4596. Questions and discussions followed. Zach Stempien, Branch County Prosecutor, representing the Prosecuting Attorneys Association of Michigan, testified in support of HB 4596. Questions and discussions followed. Sheriff Fred Blankenship, representing the Branch County Sheriff's Office, testified in support of HB 4596. The Chair laid HB 4525 before the committee: HB 4525 (Rep. Lightner) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 6b of chapter V (MCL 765.6b), as amended by 2014 PA 316. Chair Lightner testified in support of HB 4525. Questions and discussions followed. David Scheppegrell, representing the Judicial Services Group, testified in support of HB 4525. Questions and discussions followed. The following people submitted a card in opposition to HB 4525, but did not wish to speak: Brianna Williams, representing the Vera Institute of Justice. Kyle Zawacki, representing the ACLU of Michigan. The Chair laid HB 4781 before the committee: HB 4781 (Rep. DeBoyer) A bill to amend 1980 PA 469, entitled "The whistleblowers' protection act," by amending sections 4 and 5 (MCL 15.364 and 15.365). Representative DeBoyer testified in support of HB 4781. Questions and discussions followed. The following person submitted a card in support of HB 4781, but did not wish to speak: Mitch Albers, representing the Michigan Association for Justice. The Chair laid HB 4755 before the committee: HB 4755 (Rep. Jenkins-Arno) A bill to amend 1976 PA 331, entitled "Michigan consumer protection act," by amending section 3 (MCL 445.903), as amended by 2022 PA 152, and by adding section 3j. Representative BeGole moved to report out HB 4755 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Nays: None. Pass: None.
