JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, June 12, 2019 Room 327, House Office Building The House Standing Committee on Elections and Ethics was called to order by the Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent/Excused: None. Representative Marino moved to adopt the meeting minutes from May 22, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4642, HB 4643, HB 4644, HB 4645, HB 4646, HB 4647, HB 4648 and HB 4649 before the committee: HB 4642 (Rep. LaGrand) A bill to regulate political activity; to require state representatives to file financial statements and reports; to prescribe the powers and duties of certain state officers and agencies; to impose fees; to prescribe penalties and civil sanctions; and to provide remedies. HB 4643 (Rep. Filler) A bill to regulate political activity; to require state senators to file financial statements and reports; to prescribe the powers and duties of certain state officers and agencies; to impose fees; to prescribe penalties and civil sanctions; and to provide remedies. HB 4644 (Rep. Questions and discussion followed. Jamie Lyons-Eddy, representing Voters Not Politicians, testified in support of HB 4642, (H-1), HB 4643, (H-1), HB 4644, HB 4645, HB 4646, (H-1), HB 4647, (H-1), HB 4648, (H-1), HB 4649 and (H-1). The following people submitted a card in support of HB 4642, (H-1), HB 4643, (H-1), HB 4644, HB 4645, HB 4646, (H-1), HB 4647, (H-1), HB 4648, (H-1), HB 4649 and (H-1), but did not wish to speak: Jenita Moore, representing the Michigan Department of State. Nick Occhipinti, representing the MI League of Conservation Voters. The Chair laid HB 4291 before the committee: HB 4291 (Rep. Calley) A bill to amend 1976 PA 388, entitled “Michigan campaign finance act,” by amending sections 33 and 34 (MCL 169.233 and 169.234), section 33 as amended by 2017 PA 119 and section 34 as amended by 2012 PA 277. Representative Paquette offered the following amendment to HB 4291: 1. Amend page 13, following line 17, by inserting: "Enacting section 1. This amendatory act takes effect January 1, 2020.". Representative Paquette moved to adopt the amendment to HB 4291. The motion prevailed 7-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. Representative Sheppard moved to refer House Bill No. 4291 as amended, as substitute (H-1). The vote was as follows: Yeas: Sens.
