DIANA FARRINGTON CHAIR COMMITTEE MEETING MINUTES Wednesday, June 12, 2019 12:00 PM Room 307, House Office Building The House Standing Committee on Financial Services was called to order by the Chair Farrington. The Chair requested attendance be called: Present: Reps. Farrington, Schroeder, Sheppard, Bellino, Berman, Wakeman, Wittenberg, Clemente, Stone. Absent/Excused: Reps. Gay-Dagnogo, Whitsett. Representative Schroeder moved to adopt the meeting minutes from May 22, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4274 and HB 4275 before the committee: HB 4274 (Rep. Marino) A bill to amend 1980 PA 300, entitled "The public school employees retirement act of 1979,"by amending section 127 (MCL 38.1427), as amended by 2017 PA 92. HB 4275 (Rep. Albert) A bill to amend 1943 PA 240, entitled "State employees' retirement act," by amending section 58 (MCL 38.58), as added by 1996 PA 487. Representative Marino testified in support of the bills. Tim Greimel, representing The American Federation of State, County and Municipal Employees – Council 25, testified in opposition to the bills. At 12:08 PM, the Chair laid the committee at ease. At 12:00 PM, the Chair called the committee back to order. Representative Wakeman introduced new intern, Ashley French, to the committee. At 12:10 PM, the Chair laid the committee at ease. At 12:11 PM, the Chair called the committee back to order. Representative Sheppard moved to adopt substitute (H-1) to HB 4274. The motion prevailed 9-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Farrington, Schroeder, Sheppard, Bellino, Berman, Wakeman, Wittenberg, Clemente, Stone. Nays: None. Pass: None. Representative Wittenberg spoke to the (H-3) substitute to House Bill No. 4274. Representative Wittenberg moved to adopt substitute (H-3) to HB 4274. The motion did not prevail 3-5-1: UNFAVORABLE ROLL CALL Yeas: Reps. Wittenberg, Clemente, Stone. Nays: Reps. Farrington, Schroeder, Sheppard, Bellino, Wakeman. Pass: Rep. Berman. Representative Sheppard moved to refer House Bill No. 4274 to the committee on Appropriations, with recommendation as substitute (H-1). The motion prevailed 6-2-1: FAVORABLE ROLL CALL Yeas: Reps. Todd Tennis, representing the Coalition for Secure Retirement. Representative Sheppard moved to excuse Representatives Gay-Dagnogo and Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Diana Farrington adjourned the meeting at 12:21 PM.
