BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Wednesday, June 12, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Ways and Means was called to order by the Chair Iden. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Absent/Excused: None. Representative Hertel moved to adopt the meeting minutes from June 11, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4223 before the committee: HB 4223 (Rep. VanSingel) A bill to amend 1978 PA 368, entitled "Public health code," by amending the heading of part 93 and sections 9307 and 9321 (MCL 333.9307 and 333.9321), and by adding sections 9312 and 9316. Representative Hauck moved to adopt substitute (H-1) to HB 4223. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Nays: None. Pass: None. Representative Lilly moved to report out HB 4223 with recommendation, as substitute (H-1). The motion prevailed 11-0-0. FAVORABLE ROLL CALL Yeas: Reps. The following people submitted a card in opposition of HB 4223, but did not wish to speak: Jeff Spitzley, representing the Michigan Department of Health and Human Services. The Chair laid SB 0129 before the committee: SB 0129 (Sen. Schmidt) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," by amending section 5 (MCL 259.305). Representative Lilly moved to adopt substitute (H-3) to SB 0129. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Nays: None. Pass: None. Representative Hauck offered the following amendment to SB 0129 (H-3): 1. Amend page 2, following line 17, by inserting: “(D) LAW ENFORCEMENT.”. Representative Hauck moved to adopt the amendment to SB 0129 (H-3). The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps.
