HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, June 13, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by the Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, J Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from June 6, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4603, HB 4604, HB 4605, HB 4606, HB 4607, HB 4608 and House Concurrent Resolution No. 7 before the committee: HB 4603 (Rep. Eisen) A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 5111 (MCL 333.5111), as amended by 2016 PA 64. HB 4604 (Rep. Whitsett) A bill to amend 1956 PA 218, entitled “The insurance code of 1956,"(MCL 500.100 to 500.8302) by adding section 3406u. HB 4605 (Rep. Neeley) A bill to amend 1978 PA 368, entitled “Public health code,"(MCL 333.1101 to 333.25211) by adding section 16221c. HB 4606 (Rep. Hoitenga) A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 9123 (MCL 333.9123), as added by 1988 PA 487. HB 4607 (Rep. Whitsett) A bill to amend 1978 PA 368, entitled “Public health code,"(MCL 333.1101 to 333.25211) by adding section 16279. HB 4608 (Rep. Whitsett) A bill to amend 1978 PA 368, entitled “Public health code,"(MCL 333.1101 to 333.25211) by adding section 5147. HCR 7 (Rep. Whitsett) A concurrent resolution to urge the Centers for Disease Control and Prevention and the Michigan Department of Health and Human Services to protect the people of Michigan from Lyme disease by improving efforts to prevent, monitor, diagnose, and treat the disease. Representative Whitsett, Representative Kennedy, Representative Eisen, Representative Hoitenga, Breanna Ramos, representing herself, and Sam McLaren – Fahey, representing herself, all testified in support of the bills and House Concurrent Resolution No. 7. Questions and discussion followed. Tiyi Schippers, representing herself, testified in support of the bills and House Concurrent Resolution No. 7. Kristen Kraft, representing Blue Cross Blue Shield of Michigan, testified in opposition to the bills and House Concurrent Resolution No. 7. Christine Shearer, representing the Michigan Association of Health Plans, testified with no position to the bills and House Concurrent Resolution No. 7. Carrie Nielsen, representing the Michigan Lyme Disease Association, testified in opposition to the bills and House Concurrent Resolution No. 7. The following individuals submitted a card in support of the bills, and House Concurrent Resolution No. 7, but due to time constraints, were unable to speak: Jason Whitsett, representing himself. Caleb Smith, representing himself. Jessica Kelly, representing herself. Donna Kopaowski, representing the Michigan Lyme Association, submitted a card with a neutral position to the bills and House Concurrent Resolution No. 7, but due to time constraints, was unable to speak. Jennifer Lowen, representing herself, submitted a card in support of the bills, and House Concurrent Resolution No. 7, but did not wish to speak. Craig Brunet, representing the Michigan Department of Natural Resources, submitted a card with no position to House Bill No. 4659, but did not wish to speak.
