MICHAEL WEBBER CHAIR COMMITTEE MEETING MINUTES Tuesday, June 18, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Regulatory Reform was called to order by the Chair Webber. The Chair requested attendance be called: Present: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza, Robinson. Absent/Excused: None. Representative Filler moved to adopt the meeting minutes from June 11, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4584, HB 4585, HB 4586 and HB 4652 before the committee: HB 4584 (Rep. Albert) A bill to amend 1966 PA 225, entitled “Carnival-amusement safety act of 1966,"by amending section 2 (MCL 408.652), as amended by 2000 PA 346, and by adding section 7a. HB 4585 (Rep. Albert) A bill to promote compliance with certain health and safety standards by certain fairs and festivals in this state; to establish a fair and festival carnival safety partnership program; to provide for the recognition of fair and festival carnival safety partners; and to provide for the powers and duties of certain state officers and entities. HB 4586 (Rep. Albert) A bill to amend 1966 PA 225, entitled “Carnival-amusement safety act of 1966,"by amending sections 8 and 17 (MCL 408.658 and 408.667), section 8 as amended by 1982 PA 35 and section 17 as amended by 2000 PA 346. HB 4652 (Rep. Albert) A bill to amend 1962 PA 199, entitled “Ski area safety act of 1962,"by amending section 16 (MCL 408.336). Nathan Kark, representing the Michigan Department of Agriculture and Rural Development, testified in opposition to HB 4584, HB 4585, HB 4586 and HB 4652. Questions and discussion followed. The following people submitted a card in support of HB 4584, HB 4585 and HB 4586, but did not wish to speak: Ron Farr, representing the Michigan Fire Inspectors Society. Mark Docherty, representing the Michigan Professional Fire Fighters Union. At 10:42 AM, the Chair laid the committee at ease. At 10:43 AM, the Chair called the committee back to order. Substitute (H-1) was previously adopted to HB 4620 on June 11th, 2019.
