KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, June 19, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair Crawford. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, B Carter, C Johnson. Absent/Excused: Rep. Garrett. Representative Wozniak moved to adopt the meeting minutes from June 12, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4076 before the committee: HB 4076 (Rep. Kuppa) A bill to amend 1931 PA 328, entitled “The Michigan penal code,"(MCL 750.1 to 750.568) by adding section 145g. Allie Hayes testified in support of Barbara Valliere, United Cerebral Palsy of Michigan, testified in support of Questions and discussion followed. Representative Liberati moved to adopt substitute (H-2) to HB 4076. The motion prevailed 7-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, B Carter. Nays: None. Pass: None. Representative Brenda Carter moved to refer House Bill 4076 to the Committee on Judiciary with recommendation that the substitute (H-2) be adopted. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, B Carter. Nays: None. Pass: None. The Chair laid HB 4704, HB 4705, HB 4706, HB 4707, HB 4708 and HB 4709 before the committee: HB 4704 (Rep. Crawford) A bill to amend 1975 PA 238, entitled “Child protection law,” by amending sections 2 and 8e (MCL 722.622 and 722.628e), section 2 as amended by 2018 PA 59 and section 8e as added by 2008 PA 511. HB 4705 (Rep. Hall) A bill to amend 1975 PA 238, entitled “Child protection law,” by amending section 8 (MCL 722.628), as amended by 2016 PA 491. HB 4706 (Rep. Schroeder) A bill to amend 1975 PA 238, entitled “Child protection law,” by amending section 8d (MCL 722.628d), as amended by 2014 PA 30. HB 4707 (Rep. Liberati) A bill to amend 1975 PA 238, entitled “Child protection law,” by amending section 8 (MCL 722.628), as amended by 2016 PA 491. HB 4708 (Rep. Meerman) A bill to amend 1975 PA 238, entitled “Child protection law,” by amending section 8d (MCL 722.628d), as amended by 2014 PA 30. HB 4709 (Rep. LaGrand) A bill to amend 1975 PA 238, entitled “Child protection law,"(MCL 722.621 to 722.638) by adding section 9b. Representative Matt Hall, the Chair of the House Standing Committee on Oversight, introduced two members of the House Oversight Committee, Representatives David LaGrand and Andrea Schroeder. The Oversight Chair proceeded to brief the committee on his committee’s recommendations on the Auditor General’s Performance Audit on Children’s Protective Services. Representative Hall, bill sponsor for House Bill 4705, Representative LaGrand, bill sponsor for House Bill 4709, and Representative Schroeder, bill sponsor for House Bill 4706, explained their bills. Questions and discussion followed. A copy of the House Oversight recommendations is attached. Representative Liberati moved to reconsider the vote by which the committee referred House Bill 4076 (H-2) to the Committee on Judiciary. The motion prevailed, the vote being 8-0-0. FAVORABLE ROLL CALL Yeas: Representatives Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, and Cynthia A. Johnson. Nays: none. Pass: none. The motion to reconsider was adopted. Representative C Johnson moved to refer House Bill No. 4076 to the committee on Judiciary, with recommendation as substitute (H-2). The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, B Carter, C Johnson. Nays: None. Pass: None. Representative B Carter moved to excuse Representative Garrett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Luke Meerman adjourned the meeting at 10:20 AM.
