BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Wednesday, June 19, 2019 1:00 PM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Ways and Means was called to order by the Chair Iden. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Absent/Excused: None. Representative Lilly moved to adopt the meeting minutes from June 13, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 0294 before the committee: SB 0294 (Sen. Zorn) A bill to amend 1972 PA 230, entitled "Stille-DeRossett-Hale single state construction code act,"(MCL 125.1501 to 125.1531) by adding section 13h. Substitute (H-3) was previously adopted to SB 294 on June 13th, 2019. Representative Lilly moved to report out SB 0294 with recommendation, as substitute (H-3). The motion prevailed 7-4-0. Reilly) A bill to amend 1976 PA 451, entitled "The revised school code, "by amending section 1279g (MCL 380.1279g), as amended by 2016 PA 170, and by adding section 1279i. Representative Wentworth offered the following amendments to HB 4162: 1. Amend page 9, line 16, after “1279I.” by inserting: “(1)”. 2. Amend page 9, line 20, after “DECISIONS.” by striking out the balance of the line through “SECTION.” on line 22. 3. Amend page 9, following line 22, by inserting: “(2) THE BOARD OF A ACHOOL DISTRICT OR THE BOARD OF DIRECTORS OF A PUBLIC SCHOOL ACADEMY MAY PROVIDE PUPILS WITH AN OPPORTUNITY TO TAJE AN ASSESSMENT DESCRIBED UNDER SUBSECTION (1). “(3) THE LEGISLATURE SHALL APPROPRIATE FUNDS TO THE DEPARTMENT TO REIMBURSE SCHOOL DISTRICTS AND PUBLIC SCHOOL ACADEMIES THAT OFFER PUPILS THE OPPORTUNITY TO TAKE AN ASSESSMENT DESCRIBED UNDER SUBSECTION (1). BY JUNE 1, 2020, AND BY JUNE 1 OF EACH YEAR THEREAFTER, THE DEPARTMENT SHALL SUBMIT A REPORT TO THE LEGISLATURE THAT INCLUDES BOTH OF THE FOLLOWING: (A) THE NUMBER OF SCHOOL DISTRICTS AND PUBLIC SCHOOL ACADEMIES THAT OFFERED PUPILS THE OPPORTUNITY TO TAKE AN ASSESSMENT DESCRIBED UNDER SUBSECTION (1) DURING THE IMMEDIATELY PRECEDING SCHOOL YEAR. (B) THE NUMBER OF PUPILS WHO TOOK AN ASSESSMENT DESCRIBED UNDER SUBSECTION (1) DURING THE IMMEDIATELY PRECEDING SCHOOL YEAR.”. Representative Wentworth moved to adopt the amendments to HB 4162.
