- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, June 20, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by the Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, J Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from June 13, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 0228 before the committee: SB 0228 (Sen. Runestad) A bill to create a suicide prevention commission within the legislative council and to prescribe its powers and duties; and to prescribe the powers and duties of certain state officers and entities. Krista Vincent, representing Senator Runestad, and Corbin Standley, representing the American Foundation of Suicide Prevention, testified in support of the bill. Questions and discussion followed Michael Pine, representing Health West and Muskegon Suicide Prevention, and Jody Nelson, representing the Community Mental Health Authority of Clinton, Eaton, Ingham Counties and the Tri County Life Savers, testified in support of the bill. Questions and discussion followed. The chair called Krista Vincent, representing Senator Runestad, and Corbin Standley, representing the American Foundation of Suicide Prevention, to answer additional questions pertaining to the bill. The Chair laid HB 4516 and HB 4517 before the committee: HB 4516 (Rep. LaFave) A bill to amend 1976 PA 220, entitled “Persons with disabilities civil rights act,"(MCL 37.1101 to 37.1607) by adding section 102a. HB 4517 (Rep. VanWoerkom) A bill to amend 1956 PA 62, entitled “An act to authorize the director of the department of state police to promulgate a uniform traffic code; to authorize a city, township, or village to adopt the uniform traffic code by reference without publication in full; and to prescribe criminal penalties and civil sanctions for violation of the code,” by amending section 1 (MCL 257.951), as amended by 2006 PA 297. Representative LaFave testified in support of the bills. Questions and discussion followed. Kirstie Sieloff, representing the Disability Network of Michigan, Dr. Kimberly Kennedy, representing the Disability Advocates of Kent County, testified in support of the bills.
