MATT HALL CHAIR COMMITTEE MEETING MINUTES Thursday, August 29, 2019 10:30 AM Room 326, House Office Building The House Standing Committee on Oversight was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Absent/Excused: None. Representative Reilly moved to adopt the meeting minutes from June 18, 2019. There being no objection, the motion prevailed by unanimous consent. Representative Reilly moved to adopt the meeting minutes from June 13, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid before the committee the following: Office of the Auditor General Performance Audit Report Office of Children’s Ombudsman, Department of Technology, Management, and Budget April 2019 #071-0176-17. Chair Hall spoke regarding the report. Representative Reilly motioned to adopt the House Oversight Committee Report Recommendations on the Office of the Auditor General Performance Audit Report Office of Children’s Ombudsman, The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Nays: None. Pass: None. Representative Reilly motioned to refer the Office of the Auditor General Performance Audit Report Office of Children’s Ombudsman, Department of Technology, Management, and Budget to the committee on Families Children and Seniors. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson, Camilleri, LaGrand. Nays: None. Pass: None. The Chair laid HB 4436 before the committee: HB 4436 (Rep. Reilly) A bill to promote and safeguard the right of free speech and assembly on the campuses of public universities and community and junior colleges; and to provide for the powers and duties of certain state and local governmental officers and entities. Representative Reilly spoke to the bill. Representative Reilly moved to adopt substitute (H-2) to HB 4436. The motion prevailed 7-2-0: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, LaGrand. Nays: Reps. Cynthia Johnson, Camilleri. Pass: None. Discussion regarding the bill followed. Representative LaFave moved to refer House Bill No. 4436 to the committee on Judiciary, with recommendation as substitute (H-2). The motion prevailed 7-1-1: FAVORABLE ROLL CALL Yeas: Reps. Hall, Reilly, Webber, Steven Johnson, LaFave, Schroeder, Cynthia Johnson. Nays: Rep. Camilleri. Pass: Rep. LaGrand. The following people submitted a card in opposition to HB 4436, but did not wish to speak: Daniel Hurley, representing the Michigan Association of State Universities. Lee Gonzales, representing the Michigan Department of Civil Rights. Mike Hansen, representing the Community College Association. At 11:02 AM, the Chair laid the committee at ease. At 11:03 AM, the Chair called the committee back to order. Representative C.A. Johnson made comments regarding the bill.
