BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, September 4, 2025 10:30 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer and Liberati. Absent: Rep. Herzberg. Excused: Rep. Herzberg. Representative Martin moved to adopt the meeting minutes from August 21, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4160 before the committee: HB 4160 (Rep. Johnsen) A bill to amend 1969 PA 306, entitled "Administrative procedures act of 1969," by amending sections 32 and 45 (MCL 24.232 and 24.245), as amended by 2023 PA 104. Representative Johnson, Mike Witkowski, representing the Michigan Manufacturers Association, and Tim Langholz, representing the National Federation of Independent Business testified in support of HB 4160. Questions and discussions followed. The following people submitted a card in support of HB 4160, but did not wish to speak: Dawn Crandall, representing the Home Builders Association of Michigan. Jacob Manning, representing the Small Business Association of Michigan. Adam Majestic, representing the Detroit Regional Chamber of Commerce. Representative Aragona moved to adopt substitute (H-3) to HB 4279. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer and Liberati. Nays: None. Pass: None. Representative DeBoer moved to report out HB 4279 with recommendation, as substitute (H-3). VanderWall) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 309 (MCL 257.309), as amended by 2022 PA 45, and by adding section 309a.
