JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Tuesday, September 3, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Government Operations was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Cole moved to adopt the meeting minutes from June 11, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 0362 and SB 0363 before the committee: SB 0362 (Sen. Hertel) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending section 107b (MCL 400.107b), as added by 2018 PA 208. SB 0363 (Sen. Shirkey) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending section 107b (MCL 400.107b), as added by 2018 PA 208. Representative Rabhi moved to adopt substitute (H-1) to SB 0362. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. Senator Hertal testified in support of SB 0362 and SB 0363. The following people submitted a card in support of SB 0362 and SB 0363, but did not wish to speak: David Newman, representing the Michigan Primary Care Association. Christine Shearer, representing the Michigan Association of Health Plans. Algeria Wilson, representing the National Association of Social Workers of Michigan. Peter Ruddell, representing the Michigan Works Association. Sean Sorenson-Abbott, representing the Michigan Health and Hospital Association. Emily Schwarzkopf, representing the Michigan Department of Health and Human Services. Representative Greig moved to report out SB 0362 with recommendation, as substitute (H-1). The motion prevailed 5-0-0. FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. There being no further business before the committee, Rep.
