GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, September 3, 2019 9:00 AM Room 519, House Office Building The House Standing Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, LaFave, Farrington, Howell, Steven Johnson, Rendon, Berman, Wozniak, LaGrand, Guerra, Elder, Yancey, Bolden. Absent/Excused: None. Representative LaFave moved to adopt the meeting minutes from August 27, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4179 before the committee: HB 4179 (Rep. Miller) A bill to amend 1976 PA 267, entitled “Open meetings act,” by amending section 11 (MCL 15.271). Representative Miller testified in support of HB 4179. Questions and discussion followed. The Chair laid HB 4454 before the committee: HB 4454 (Rep. Johnson) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 8905a (MCL 324.8905a), as amended by 2014 PA 549. Representative Johnson testified in support of the proposed (H-2) substitute to HB 4454. Questions and discussion followed. LaGrand) A bill to amend 1927 PA 175, entitled “The code of criminal procedure,” by amending section 16x of chapter XVII (MCL 777.16x), as amended by 2012 PA 323. Representative LaGrand and Representative Elder explained the proposed substitutes to the bills. The Chair laid HR 0093 before the committee: HR 0093 (Rep. Vaupel) A resolution to urge the Congress of the United States to allow jail and prison inmates to be eligible for Medicaid coverage. Whiteford) A bill to amend 1978 PA 368, entitled “Public health code,” by amending sections 16213, 16299, 20175, 20175a, and 20199 (MCL 333.16213, 333.16299, 333.20175, 333.20175a, and 333.20199), sections 16213 and 20175a as added and section 20175 as amended by 2006 PA 481 and section 16299 as amended by 2012 PA 499, and by adding sections 16213a, 16429, 17029, 17529, 17829, 17909, and 20175b. HB 4371 (Rep. Hauck) A bill to amend 1927 PA 175, entitled “The code of criminal procedure,” by amending section 13n of chapter XVII (MCL 777.13n), as amended by 2018 PA 583.
