- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND OUTDOOR RECREATION REP. GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, September 3, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Pohutsky. Absent/Excused: Rep. Cambensy. Representative Wakeman moved to adopt the minutes from the June 18th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4735, HB 4736 and HB 4737 before the committee: HB 4735 (Rep. VanSingel) A bill to amend 1994 PA 451, entitled" Natural resources and environmental protection act,"by amending section 40118 (MCL 324.40118), as amended by 2017 PA 124. HB 4736 (Rep. Cherry) A bill to amend 1976 PA 442, entitled" Freedom of information act,"by amending section 5 (MCL 15.235), as amended by 2018 PA 105. HB 4737 (Rep. Love) A bill to amend 1927 PA 175, entitled" The code of criminal procedure,"by amending section 13e (MCL 777.13e), as amended by 2015 PA 189. Representative Cherry testified in support of HB 4736. Representative Love testified in support of HB 4737. Rob Winkelman, representing Representative Van Singel, testified in support of HB 4735. Al Stewart, representing the Michigan Department of Natural Resources, testified in support of HB 4735, HB 4736 and HB 4737. Craig Brunet, representing the Michigan Department of Natural Resources, testified in support of HB 4735, HB 4736 and HB 4737. The following people submitted a card in support of HB 4735, HB 4736 and HB 4737, but did not wish to speak: Amy Trotter, representing the Michigan United Conservation Clubs. Representative Sowerby moved to excuse Representative Cambensy from the meeting. There being no objection the motion prevailed by unanimous consent.
