- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTION INTEGRITY REP. RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, September 9, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden and Koleszar. Absent: Rep. Xiong. Excused: Rep. Xiong. Representative Hoadley moved to adopt the meeting minutes from August 19, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4793, HB 4794 and HB 4795 before the committee: HB 4793 (Rep. Hoadley) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 309 and 310 (MCL 168.309 and 168.310), section 309 as added by 2004 PA 288 and section 310 as added by 2003 PA 302. HB 4794 (Rep. Rigas) A bill to amend 1966 PA 331, entitled "Community college act of 1966," by amending sections 156 and 157 (MCL 389.156 and 389.157). HB 4795 (Rep. Smit) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 861 (MCL 380.861), as amended by 2008 PA 1. Representative Hoadley testified in support of HB 4793, HB 4794 and HB 4795. Questions and discussions followed. Steve Johnson, a former State Representative, testified in support of HB 4793, HB 4794 and HB 4795. Questions and discussions followed. The Chair laid HB 4736 before the committee: HB 4736 (Rep. Smit) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 194, 195, and 198 (MCL 168.194, 168.195, and 168.198), sections 195 and 198 as amended by 2012 PA 276. Representative Fox moved to adopt substitute (H-1) to HB 4736. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden and Koleszar. Nays: None. Pass: None. Representative Hoadley moved to report out HB 4736 with recommendation, as substitute (H-1). The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden and Koleszar. Nays: None. Pass: None. The following person submitted a card in support of HB 4736, but did not wish to speak: Melanie Macey, representing Promote the Vote. Representative Wooden moved to excuse Representative Xiong from the meeting. There being no objection the motion prevailed by unanimous consent.
