HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, September 4, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Tax Policy was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Robinson, Whitsett. Absent/Excused: None. Representative Schroeder moved to adopt the meeting minutes from June 19, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4203 and HB 4204 before the committee: HB 4203 (Rep. Afendoulis) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 1a (MCL 205.51a), as amended by 2017 PA 221. HB 4204 (Rep. Kahle) A bill to amend 1937 PA 94, entitled" Use tax act, "by amending section 2b (MCL 205.92b), as amended by 2017 PA 220. Substitute (H-1) to HB 4203 was adopted on April 10, 2019. Representative Lower moved to adopt substitute (H-2) to HB 4203. The motion prevailed 13-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Wittenberg, Ellison, Lasinski, Whitsett. Nays: None. Pass: None. Representative Lasinski offered the following amendment to HB 4203 (H-2): 1. Amend page 7, line 16, after "(1)" by striking out "The" and inserting "Through December 31, 2023, the". Representative Lasinski spoke to her amendment. Representative Lasinski moved to adopt the amendment to HB 4203 (H-2). The motion did not prevail 5-10-0: UNFAVORABLE ROLL CALL Yeas: Reps. Yancey, Wittenberg, Ellison, Lasinski, Robinson. Nays: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Whitsett. Pass: None. Representative Ellison spoke regarding the substitute. Representative Ellison moved to adopt substitute (H-3) to HB 4203. The motion did not prevail 6-9-0: UNFAVORABLE ROLL CALL Yeas: Reps.
