GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, September 10, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Rendon moved to adopt the minutes from the September 3rd, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 0087 before the committee: HR 0087 (Rep. Markkanen) A resolution to urge the U.S. Fish and Wildlife Service to remove the Michigan gray wolf from the federal endangered and threatened species list. Representative Markkanen testified in support of HR 0087. Amy Trotter, representing the MI United Conservation Clubs, testified in support of HR 0087. Molly Tamulevich, representing the Humane Society of the United States, testified in opposition of HR 0087. Bee Friedlander, representing the Attorneys for Animals, testified in opposition of HR 0087. The following people submitted a card in support of HR 0087, but did not wish to speak: Earl Bevins, representing the Big Bay Sportsmen's Club. George Lindquist, representing the U.P. Whitetails of Marquette County. Dale Hendershot, representing the Michigan Trapper and Predator Callers Association. Joe Hudson, representing the UP Bear Houndsmen Association. Tim Dusterwinkle, representing the MI Bear Hunters Association. Mike Thorman, representing the MI Hunting Dog Federation. Greg Peter, representing the Chelsea Rod and Gun Club. The following people submitted a card in opposition to HR 0087 but did not wish to speak: Thomas Gilpin, representing the MI Sierra Club. Representative Rendon moved to report out HR 0087 with recommendation. The motion prevailed 6-2-1. FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen. Nays: Reps. Sowerby, Pohutsky. Pass: Rep. Cambensy. The Chair laid HB 4267 before the committee: HB 4267 (Rep. O'Malley)A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 35317 (MCL 324.35317), as amended by 2012 PA 297. Representative O'Malley testified in support of HB 4267. David Meister, Onekama Township Supervisor, testified in support of HB 4267. The following people submitted a card in opposition to HB 4267, but did not wish to speak: Sarah Howes, representing the Michigan Department of Environment, Great Lakes, and Energy.
