- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES AND VETERANS REP. KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES Tuesday, September 9, 2025 Noon. Room 307, House Office Building The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Absent: None. Excused: None. Representative Wozniak moved to adopt the meeting minutes from August 26, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4727, HB 4728 and HB 4729 before the committee: HB 4727 (Rep. Wilson) A bill to amend 1998 PA 386, entitled "Estates and protected individuals code," by amending sections 5106, 5313, and 5409 (MCL 700.5106, 700.5313, and 700.5409), section 5106 as amended by 2017 PA 136, section 5313 as amended by 2024 PA 1, and section 5409 as amended by 2000 PA 463. HB 4728 (Rep. Schmaltz) A bill to amend 1980 PA 299, entitled "Occupational code," by amending section 303a (MCL 339.303a), as amended by 2014 PA 265, and by adding article 14A. HB 4729 (Rep. VanderWall) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 628 (MCL 330.1628), as amended by 1995 PA 290. At 12:08 PM, the Chair laid the committee at ease. At 12:09 PM, Majority Vice Chair Wozniak called the committee back to order. Representative Schmaltz, Representative VanderWall, and Representative Wilson, testified in support of HB 4727, HB 4728 and HB 4729. Questions and discussions followed. At 12:19 PM, Majority Vice Chair Wozniak laid the committee at ease. At 12:20 PM, the Chair called the committee back to order. Dr. Bob Powell, representing the Family Service & Children's Aid, Jackson County, testified in support of HB 4727, HB 4728 and HB 4729. Questions and discussions followed. Georgie Callis and Amy Kraydich, representing the Michigan Guardianship Association, testified in support of HB 4727, HB 4728 and HB 4729. Questions and discussions followed. Steve Burnham testified in support of HB 4727, HB 4728 and HB 4729. Questions and discussions followed. Anthony Palmieri, representing the Deputy Inspector General and Chief Guardianship Investigator, County of Palm Beach, Florida, testified in support of HB 4727, HB 4728 and HB 4729. Questions and discussions followed. The following people submitted a card in support of HB 4727, HB 4728 and HB 4729, but did not wish to speak: Alan Bolter, representing the Community Mental Health Association of Michigan. Danielle Sirianni, representing the Michigan County Social Services Association. Kevin Mckinney, representing the Michigan Brain Injury Provider Council.
