HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, September 11, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Tax Policy was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Robinson, Whitsett. Absent/Excused: None. Representative O'Malley moved to adopt the meeting minutes from September 4, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4926 before the committee: HB 4926 (Rep. Afendoulis) A bill to amend 2014 PA 86, entitled "Local community stabilization authority act," by amending sections 13 and 14 (MCL 123.1353 and 123.1354), as amended by 2018 PA 247. At 10:32 AM, the Chair laid the committee at ease and handed the gavel over to Vice Chair Lower. At 10:33 AM, the Majority Vice Chair James Lower called the committee back to order. Chair Afendoulis, and Chris Glass representing Michigan Talent Triangle testified in support of HB 4926. Questions and discussion followed. Rachel Richard and Carrie Kolka, representing the Michigan Department of Treasury, testified in support of HB 4926. Questions and discussion followed. At 10:39 AM, the Majority Vice Chair James Lower laid the committee at ease and Representative Afendoulis returned to the gavel. At 10:40 AM, the Chair called the committee back to order. The Chair laid HB 4927, HB 4928, HB 4929 and HB 4930 before the committee: HB 4927 (Rep. Vaupel) A bill to amend 2014 PA 86, entitled "Local community stabilization authority act," by amending section 17 (MCL 123.1357), as amended by 2018 PA 616. HB 4928 (Rep. Webber) A bill to amend 2014 PA 86, entitled "Local community stabilization authority act," by amending section 17 (MCL 123.1357), as amended by 2018 PA 616. HB 4929 (Rep. Yancey) A bill to amend 2014 PA 86, entitled "Local community stabilization authority act," by amending section 16a (MCL 123.1356a), as amended by 2018 PA 247. HB 4930 (Rep. Whitsett) A bill to amend 2014 PA 86, entitled "Local community stabilization authority act," by amending section 18 (MCL 123.1358), as amended by 2018 PA 616. Representative Vaupel, Representative Yancey, Representative Whitsett, and Representative Webber testified in support of HB 4927, HB 4928, HB 4929 and HB 4930. Questions and discussion followed Rachel Richards and Carrie Kolka, representing the Michigan Department of Treasury, testified in support of HB 4927, HB 4928, HB 4929 and HB 4930. The Chair laid HB 4125 before the committee: HB 4125 (Rep. VanSingel) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 51 and 51d (MCL 206.51 and 206.51d), as amended by 2018 PA 588; and to repeal acts and parts of acts. Representative Vaupel moved to adopt substitute (H-1) to HB 4125. The motion prevailed 13-1- 1: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Vaupel, Webber, Farrington, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Robinson, Whitsett. Nays: Rep. Steven Johnson. Pass: Rep. Lower. Representative VanSingel testified in support of HB 4125. Questions and discussion followed. There being no further business before the committee, Rep.
