HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, September 12, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. The Chair laid HB 4710 before the committee: HB 4710 (Rep. Kahle) A bill to amend 1978 PA 368, entitled “Public health code, “by amending sections 16215, 16322, 16501, 16511, 16521, 16525, and 16529 (MCL 333.16215, 333.16322, 333.16501, 333.16511, 333.16521, 333.16525, and 333.16529), section 16215 as amended by 2005 PA 211, sections 16322, 16501, 16525, and 16529 as added by 2006 PA 30, section 16511 as amended by 2006 PA 397, and section 16521 as amended by 2010 PA 79, and by adding sections 16513, 16515, and 16517. Representative Calley moved to adopt substitute (H-1) to HB 4710. The motion prevailed 19-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. Diane Hallinen, representing herself, testified in opposition of HB 4710 (H-1). Henry Buchtel, representing the Michigan Association of Acupuncture and Oriental Medicine, testified in support of HB 4710 (H-1). Representative Whiteford offered the following amendment to HB 4710 (H-1): 1. Amend page 11, line 3, after "least" by striking out "5" and inserting "2". Representative Whiteford spoke to the amendment. Representative Whiteford moved to adopt the amendment to HB 4710 (H-1). The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. Representative Whiteford moved to refer House Bill No. 4710 to the committee on Ways and Means, as amended, as substitute (H-2). The motion prevailed 18-1-0: FAVORABLE ROLL CALL Yeas: Reps. Pass: None. The Chair laid HB 4052 before the committee: HB 4052 (Rep. Whiteford) A bill to provide for licensing of adult residential psychiatric programs; to allow for psychiatric services to be provided in residential facilities; to provide for the powers and duties of certain state departments and agencies; to prescribe certain fees; and to provide for penalties and remedies. Representative Whiteford testified in support of HB 4052. Dan Kelly, representing the Rose Hill Center, testified in support of HB 4052. Rosemary Kelly, representing the Rose Hill Center, testified in support of HB 4052. Dave Boerger, representing the Rose Hill Center, testified in support of HB 4052. Questions and discussion followed. The following people submitted a card in support of HB 4052, but did not wish to speak: Joe Haveman, representing the Hope Network. Representative Frederick moved to adopt the meeting minutes from September 5, 2019. There being no objection, the motion prevailed by unanimous consent.
