GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, September 17, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Cambensy moved to adopt the minutes from the September 10th 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4735, HB 4736 and HB 4737 before the committee: HB 4735 (Rep. VanSingel) A bill to amend 1994 PA 451, entitled" Natural resources and environmental protection act," by amending section 40118 (MCL 324.40118), as amended by 2017 PA 124. HB 4736 (Rep. Cherry) A bill to amend 1976 PA 442, entitled" Freedom of information act," by amending section 5 (MCL 15.235), as amended by 2018 PA 105. HB 4737 (Rep. Love) A bill to amend 1927 PA 175, entitled" The code of criminal procedure," by amending section 13e (MCL 777.13e), as amended by 2015 PA 189. Amy Trotter, representing Michigan United Conservation Clubs, testified in support of HB 4735, HB 4736 and HB 4737. Representative Wakeman moved to refer House Bill No. 4735 to the committee on Judiciary. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Eisen, Sowerby, Cambensy, Pohutsky. Nays: Reps. Calley, Reilly, Rendon. Pass: None. Representative Sowerby moved to refer House Bill No. 4736 to the committee on Judiciary. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Eisen, Sowerby, Cambensy, Pohutsky. Nays: Reps. Calley, Reilly, Rendon. Pass: None. Representative Sowerby moved to refer House Bill No. 4737 to the committee on Judiciary. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Eisen, Sowerby, Cambensy, Pohutsky. Nays: Reps. Calley, Reilly, Rendon. Pass: None. The Chair laid SB 0255 before the committee: SB 0255 (Sen. LaSata) A bill to amend 1994 PA 451, entitled" Natural resources and environmental protection act," by amending section 5505 (MCL 324.5505), as amended by 2005 PA 57. Senator Kim LaSata testified in support of SB 0255. Doug Needham, representing Michigan Aggregates Association, testified in support of SB 0255. Sarah Howes & Mary Ann Dalehanty, representing Michigan Department of Environment, Great Lakes and Energy, testified in support of SB 0255. The Michigan Association of Conservation Districts gave a presentation. There being no further business before the committee, Rep. Gary Howell adjourned the meeting at 12:33 PM.
