HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCE REP. MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, September 9, 2025 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Young and Paiz. Absent: Reps. Posthumus and Breen. Excused: Reps. Posthumus and Breen. Representative Alexander moved to adopt the meeting minutes from May 13, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4747 before the committee: HB 4747 (Rep. Tisdel) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2023 PA 4. At 10:33 AM, the Chair laid the committee at ease. At 10:34 AM, Majority Vice Chair Frisbie called the committee back to order. Representative Tisdel testified in support of HB 4747. Jenny Brown, representing Dutton Farms, testified in support of HB 4747. Kyle Innes, representing the Securities Industry and Financial Markets Association, testified in support of HB 4747. At 10:44 AM, Majority Vice Chair Frisbie laid the committee at ease. At 10:46 AM, the Chair called the committee back to order. The Chair laid HB 4375 and HB 4376 before the committee: HB 4375 (Rep. Frisbie) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 2 (MCL 205.92), as amended by 2023 PA 94. HB 4376 (Rep. Snyder) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 1 (MCL 205.51), as amended by 2023 PA 20. The following people submitted a card in opposition to HB 4375 and HB 4376, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. John Severson, representing the Michigan Association of Intermediate School Administrators. Sean Sorenson-Abbott, representing the Michigan Department of Treasury. David Michelson, representing the Michigan Education Association. The following people submitted a card in support of HB 4375 and HB 4376, but did not wish to speak: Gavin Goetz, representing AT&T. Max Oliver, representing Asurion. Representative Aragona moved to report out HB 4375 with recommendation. The motion prevailed 9-1-3: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette and Tyrone Carter. Nays: Rep. Paiz. Pass: Reps. Hoskins, Neeley and Young. Representative Schuette moved to report out HB 4376 with recommendation. The motion prevailed 9-1-3: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette and Tyrone Carter. Nays: Rep. Paiz. Pass: Reps. Hoskins, Neeley and Young. Representative Hoskins moved to excuse Representatives Breen and Posthumus from the meeting. There being no objection the motion prevailed by unanimous consent.
