JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, September 18, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. The Chair laid HB 4447 and HB 4448 before the committee: HB 4447 (Rep. Albert) A bill to amend 2017 PA 202, entitled "Protecting local government retirement and benefits act," by amending section 3 (MCL 38.2803) and by adding sections 11 and 11a. HB 4448 (Rep. Howell) A bill to amend 1909 PA 283, entitled "An act to revise, consolidate, and add to the laws relating to the establishment, opening, discontinuing, vacating, closing, altering, improvement, maintenance, and use of the public highways and private roads; the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; maintaining public access to waterways under certain conditions; setting and protecting shade trees, drainage, and cutting weeds and brush within this state; providing for the election or appointment and defining the powers, duties, and compensation of state, county, township, and district highway officials; and to prescribe penalties and provide remedies," by amending section 20b of chapter IV (MCL 224.20b). Representative Albert and Ed Noyola, representing the Michigan County Road Association, testified in support of HB 4447 and HB 4448. Questions and discussion followed.
