LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, September 18, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Tax Policy was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett. Absent/Excused: Rep. Robinson. Representative O'Malley moved to adopt the meeting minutes from September 11, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4125 before the committee: HB 4125 (Rep. VanSingel) A bill to amend 1967 PA 281, entitled "Income tax act of 1967,"by amending sections 51 and 51d (MCL 206.51 and 206.51d), as amended by 2018 PA 588; and to repeal acts and parts of acts. Substitute (H-1) to HB 4125 was previously adopted on September 11, 2019. Representative O'Malley moved to adopt substitute (H-2) to HB 4125. The motion prevailed 12- 2-0: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Vaupel, Webber, Farrington, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett. Nays: Reps. Lower, Steven Johnson. Pass: None. Representative Schroeder moved to refer House Bill No. 4125 to the committee on Appropriations, with recommendation as substitute (H-2). The motion prevailed 11-3-0: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Vaupel, Webber, Farrington, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett. Nays: Reps. Lower, Steven Johnson, Hall. Pass: None. The following people submitted a card in support of HB 4125, but did not wish to speak: Chris Glass, representing the Michigan Talent Triangle. Kathleen Merry, representing the Wayne County RESA. Jerry Johnson, representing the Barry, Branch, Calhoun, Jackson, Lenawee, and Monroe Intermediate School Districts. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. Patti Tremblay, representing the Michigan Association of Intermediate School Administrators. David Randels, representing the Oakland Schools. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Jennifer Smith, representing the Michigan Association of School Boards. Julie Rowe, representing the American Federation of Teachers. Andy Nevmann, representing the Michigan Education Association. Representative Yancey moved to excuse Representative Robinson from the meeting. There being no objection the motion prevailed by unanimous consent.
