- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, September 19, 2019 1:25 PM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Whiteford moved to adopt the meeting minutes from September 12, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4325 before the committee: HB 4325 (Rep. Miller) A bill to amend 1978 PA 368, entitled “Public health code,” by amending sections 18101, 18107, 18111, and 18115 (MCL 333.18101, 333.18107, 333.18111, and 333.18115), sections 18101 and 18111 as added by 1988 PA 421, section 18107 as amended by 1989 PA 262, and section 18115 as amended by 2006 PA 429, and by adding sections 18106 and 18116. Substitute (H-3) was previously adopted to HB 4325 on September 5th, 2019. The following people submitted a card in support of HB 4325 and (H-3), but due to the time constraints were unable to speak: David Flowers, representing himself. The following people submitted a card in support of HB 4325 and (H-3), but did not wish to speak: Alan Bolter, representing the Michigan Association-Community Health. David Newman, representing the Michigan Primary Care Association. Joe Haveman, representing the Hope Network. Jean Doss, representing the Michigan School Counselor Association. Reverend Tom Jones, representing the Reflective Spirit Counseling. Judge Harvey Hoffman, representing the Michigan Association of Treatment Court Professionals. Melina Brann, representing the representing herself. The following people submitted a card in opposition to HB 4325 and (H-3), but did not wish to speak: Justin Fisher, representing the Michigan Psychiatric Society. Christin Nohner, representing the Michigan Psychiatric Society. At 1:29 PM, the Chair laid the committee at ease. At 1:33 PM, the Chair called the committee back to order. Representative Frederick moved to refer House Bill No. 4325 to the committee on Ways and Means, with recommendation as substitute (H-3). The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. There being no further business before the committee, Rep. Hank Vaupel adjourned the meeting at 1:34 PM.
