- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, October 2, 2019 9:00 a.m. Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Absent/Excused: Rep. Garrett. Representative Hoitenga moved to adopt the meeting minutes from September 18, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4082 before the committee: HB 4082 (Rep. Rendon) A bill to amend 1973 PA 116, entitled “An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts,"(MCL 722.111 to 722.128) by adding section 3i. Representative Rendon moved to adopt substitute (H-1) to HB 4082. The motion prevailed 7-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Hoitenga, Meerman, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: None. Representative Rendon explained the (H-1) substitute for HB 4082. Questions and discussion followed. A copy of her handout is attached. Marnie Wills, Deputy Director in the Office of Policy and Legislative Affairs in the Department of Licensing and Regulatory Affairs, submitted a testimony card in support of the (H-1) substitute, but did not wish to speak. The Chair laid before the committee a presentation on the Office of Children's Ombudsman. Lisa McCormick, Director, and Randy Speidel, Deputy Director of the Office of Children’s Ombudsman (OCO), did a PowerPoint presentation on the mission and role of their office. Questions and discussion followed. A copy of the presentation is attached. There being no further business before the committee, Representative Meerman moved to adjourn the Committee.
