HOUSE OF REPRESENTATIVES COMMITTEE ON COMMERCE AND TOURISM REP. STEVE MARINO CHAIR COMMITTEE MEETING MINUTES Thursday, October 3, 2019 9:00 a.m. Room 327, House Office Building The House Standing Committee on Commerce and Tourism was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian, Robinson. Absent/Excused: None. Representative Schroeder moved to adopt the meeting minutes from September 12, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4717 before the committee: HB 4717 (Rep. Johnson) A bill to provide for the labeling of certain portable fuel containers as made in Michigan; and to make findings that, under certain circumstances, portable fuel containers have not entered or substantially affected interstate commerce. Representative Meerman moved to adopt substitute (H-1) to HB 4717. The motion prevailed 11- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian, Robinson. Nays: None. Pass: None. The following individuals submitted a testimony card in opposition to the bill, but did not wish to speak: Sarah Howes, Legislative Liaison in the Office of Legislative Affairs, and James Clift, Deputy Director, in the Michigan Department of Environment, Great lakes, and Energy, and Nick Occhipinti, Government Affairs Director for the Michigan League of Conservation Voters. Representative Meerman moved to refer House Bill No. 4717 to the committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 6-5-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 21106 (MCL 324.21106). Danielle Branz, Legislative Assistant to Representative Beau LaFave, the bill sponsor, explained the (H-1) substitute to the members of the committee. Questions followed. Representative Meerman moved to adopt substitute (H-1) to HB 4792. The motion prevailed 11- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Wakeman moved to refer House Bill No. 4792 to the committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 8-3-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Robinson. Nays: Reps. Camilleri, Hope, Manoogian. Pass: None. The Chair laid HB 4816 before the committee: HB 4816 (Rep. Iden) A bill relating to the promotion of regional convention business and tourism in this state and certain regions of this state; to provide for tourism and convention marketing and promotion programs in certain areas; to provide for imposition and collection of assessments on the owners of transient facilities to support tourism and convention marketing and promotion programs; to provide for the disbursement of the assessments; to establish the oversight functions and duties of certain state departments, state agencies, and state employees; and to prescribe penalties and remedies. Representative Brandt Iden, the bill sponsor, explained his bill. Questions followed. Representative Manoogian offered the following amendment to HB 4816: 1. Amend page 2, line 18, after "areas," by inserting "recreational facilities, sporting venues,". Representative Manoogian explained and withdrew her amendment. The following individuals submitted a testimony card in support of the bill, but did not wish to speak: Scott Keith, President and Chief Executive Officer for the Lansing Entertainment and Public Facilitates Authority, and Ron Kitchens, Chief Executive Officer for South west Michigan First. Representative Wakeman moved to refer House Bill No. 4816 to the committee on Ways and Means. The motion prevailed 6-3-2: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Wakeman, Hope, Manoogian, Robinson. Nays: Reps. Reilly, Meerman, Schroeder. Pass: Reps. Cambensy, Camilleri. There being no further business before the committee, Representative Merrman moved to adjourn the Committee.
