MICHAEL WEBBER CHAIR COMMITTEE MEETING MINUTES Thursday, October 3, 2019 8:15 AM Room 519, House Office Building The House Standing Committee on Regulatory Reform was called to order by Chair Webber. The Chair requested attendance be called: Present: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza, Robinson. Absent/Excused: None. Representative Crawford moved to adopt the meeting minutes from September 17, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 0320 before the committee: SB 0320 (Sen. MacGregor) A bill to amend 1998 PA 58, entitled “Michigan liquor control code of 1998,"by amending sections 207, 501, 536, 701, 703, 801, 803, 903, 1025, and 1027 (MCL 436.1207, 436.1501, 436.1536, 436.1701, 436.1703, 436.1801, 436.1803, 436.1903, 436.2025, and 436.2027), section 501 as amended by 2012 PA 82, section 536 as added by 2018 PA 408, section 701 as amended by 2010 PA 266, section 703 as amended by 2017 PA 89, section 801 as amended by 2008 PA 11, section 803 as amended by 2016 PA 105, section 903 as amended by 2010 PA 175, section 1025 as amended by 2017 PA 88, and section 1027 as amended by 2011 PA 219. Representative MacGregor testified in support of SB 0320. Scott Graham, representing Michigan Brewers Guild, testified in support of SB 0320. Warren) A bill to amend 1998 PA 58, entitled “Michigan liquor control code of 1998,"by amending section 107 (MCL 436.1107), as amended by 2001 PA 223. HB 4961 (Rep. Griffin) A bill to amend 1998 PA 58, entitled “Michigan liquor control code of 1998,"(MCL 436.1101 to 436.2303) by adding section 608. The following people submitted a card with a neutral position on HB 4959, HB 4960, and HB 4961, but did not wish to speak: Kerry Krome and David Marvin, representing the Michigan Liquor Control Commission. Representative Chirkun moved to refer House Bill No. 4960 to the committee on Ways and Means. The motion prevailed 14-1-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Filler moved to adopt substitute (H-2) to HB 4961. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza, Robinson. Nays: None. Pass: None. Representative Berman spoke to the proposed amendment. Representative Berman offered the following amendment to HB 4961 (H-2): 1. Amend page 4, line 1, after "wholesaler" by striking out "may" and inserting "must". Representative Berman moved to adopt the amendment to HB 4961 (H-2). The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Webber, Berman, Crawford, Farrington, Frederick, Hoitenga, Filler, Hall, Wendzel, Chirkun, Liberati, Cambensy, Jones, Garza, Robinson. Nays: None. Pass: None. Representative Filler moved to refer House Bill No. 4961 to the committee on Ways and Means, as amended, as substitute (H-3).
