- HOUSE OF REPRESENTATIVES COMMITTEE ON WAYS AND MEANS REP. BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Thursday, October 3, 2019 10:30 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Ways and Means was called to order by Chair Iden. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Absent/Excused: Rep. Leutheuser. Representative Lilly moved to adopt the meeting minutes from October 2, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4540, HB 4541, HB 4542 and HB 4543 before the committee: HB 4540 (Rep. Afendoulis) A bill to amend 1933 PA 167, entitled "General sales tax act,"(MCL 205.51 to 205.78) by adding section 2d. HB 4541 (Rep. Tate) A bill to amend 1937 PA 94, entitled "Use tax act,"(MCL 205.91 to 205.111) by adding section 5c. HB 4542 (Rep. Webber) A bill to amend 1933 PA 167, entitled "General sales tax act,"(MCL 205.51 to 205.78) by adding section 2c. HB 4543 (Rep. Yancey) A bill to amend 1937 PA 94, entitled "Use tax act,"(MCL 205.91 to 205.111) by adding section 5b. Representative Afendoulis, Representative Tate, Representative Webber, and Doug Wildey testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Amy Drumm representing Michigan Retailers Association, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Rachel Richards and Dave Matelski representing Michigan Department of Treasury, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Dan Papineau representing Michigan Chamber of Commerce, testified in support of HB 4540, HB 4541, HB 4542 and HB 4543. Meghann Keit, representing the Michigan Association of Counties. Erik Hingst, representing the Walmart. Andrew Moylan representing National Taxpayers Union, testified in opposition to HB 4542 and HB 4543. David Guenthner representing Mackinac Center, testified in opposition to HB 4542 and HB 4543. Beth Sosidka and Mark Ortlieb representing AT&T, testified in support of HB 4541. Melia Carter representing Verizon, testified in support of HB 4541. Nancy Riedel representing Verizon, testified in support of HB 4541. Representative Lilly moved to excuse Representative Leutheuser from the meeting. There being no objection the motion prevailed by unanimous consent.
