- HOUSE OF REPRESENTATIVES COMMITTEE ON COMMERCE AND TOURISM REP. STEVE MARINO CHAIR COMMITTEE MEETING MINUTES Thursday, October 10, 2019 9:00 a.m. Room 327, House Office Building The House Standing Committee on Commerce and Tourism was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian, Robinson. Absent/Excused: None. Representative Schroeder moved to adopt the meeting minutes from October 3, 2019. There being no objection, the motion prevailed by unanimous consent. At 9:02 a.m., the Chair laid the committee at ease. At 9:06 a.m., the Chair called the committee back to order. The Chair laid SB 0319 before the committee: SB 319 (Sen. Moss) A bill to amend 1992 PA 147, entitled “Neighborhood enterprise zone act,” by amending sections 2, 7, and 10 (MCL 207.772, 207.777, and 207.780), section 2 as amended by 2010 PA 9, section 7 as amended by 2008 PA 284, and section 10 as amended by 2005 PA 339, and by adding section 2a. Senator Jeremy Moss, the bill sponsor, explained SB 319 and introduced Jacob Thurston, Deputy City Assessor for the City of Southfield, who testified in support of SB 319. Questions followed. Paul G. Connors, Legislative Liaison for the Michigan Department of Treasury, stated the department is neutral on SB 319. Questions followed. The following individuals submitted a testimony card in support of SB 319, but did not wish to speak: Manny Lentine, representing the Michigan Assessors Association; Jen Rigterink, Legislative Associate in the State and Federal Affairs Office of the Michigan Municipal League; and Judy Allen, Director of the Michigan Townships Association. At 9:20 a.m., the Chair laid the committee at ease. At 9:25 a.m., the Chair called the committee back to order. The Chair laid HR 160 before the committee: HR 160 (Rep. Cambensy) A resolution to urge Congress and the President to support federal funding for ports, harbors, and critical marine infrastructure in the Great Lakes region including the Soo Locks reconstruction project. Representative Sarah Cambensy, the resolution sponsor, explained HR 160. Questions followed. A copy of her handouts are attached. The following individuals submitted a testimony card in support of the resolution, but did not wish to speak: Bret Marr, a lobbyist for Muchmore, Harrington and Smalley, representing the Michigan Boating Industries Association; Kent Wood, Director of Government Relations for the Northern Michigan Chamber Alliance; Brad Williams, Vice-President of Government Relations for the Detroit Regional Chamber; James H. I. Weakley, President of the Lake Carriers' Association; and Delaney McKinley, senior Director of Government Affairs for the Michigan Manufacturers Association. Representative Camilleri moved to report out HR 160 with recommendation. The motion prevailed 11-0-0. FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Meerman, Schroeder, Wakeman, Cambensy, Camilleri, Hope, Manoogian, Robinson. Nays: None. Pass: None. There being no further business before the committee, Representative Wakeman moved to adjourn the Committee without objection.
