HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, October 10, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: Rep. Garrett. Representative Frederick moved to adopt the meeting minutes from October 3, 2019. There being no objection, the motion prevailed by unanimous consent. Representative Liberati moved to excuse Representative Garrett from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4958 before the committee: HB 4958 (Rep. Hornberger) A bill to amend 1978 PA 368, entitled “Public health code,"(MCL 333.1101 to 333.25211) by adding section 16279. Representative Hornberger testified in support of HB 4958. The following person submitted a card with a neutral position on HB 4958, but did not wish to speak: Ryan Burtka, representing the American College of Obstetricians and Gynecologists. Representative Wozniak moved to refer House Bill No. 4862 to the committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 18-0-0: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 5043 and HB 5044 before the committee: HB 5043 (Rep. Vaupel) A bill to amend 1974 PA 258, entitled “Mental health code,” by amending sections 100b and 772 (MCL 330.1100b and 330.1772), section 100b as amended by 2014 PA 200 and section 772 as added by 1995 PA 290, and by adding section 206a; and to repeal acts and parts of acts. HB 5044 (Rep. Garrett) A bill to amend 1994 PA 203, entitled “Foster care and adoption services act,” by amending section 4c (MCL 722.954c), as amended by 2014 PA 337. At 10:40 AM, Chair Vaupel laid the committee at ease. At 10:42 AM, the Majority Vice Chair Ben Frederick called the committee back to order. Representative Vaupel testified in support of HB 5043. Maerianne Huff representing Mental Health Association, testified in support of HB 5043. David Gruber representing Round Table Strategies, testified in support of HB 5043.
