GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, October 15, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Sowerby moved to adopt the meeting minutes from October 8, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4742 and HB 4743 before the committee: HB 4742 (Rep. Howell) A bill to amend 1885 PA 152, entitled" An act to authorize the establishment of facilities for former members of the armed forces of the United States in the state of Michigan; to create funds; and to provide for the promulgation of rules,"(MCL 36.1 to 36.12) by adding section 10b. HB 4743 (Rep. Tate) A bill to amend 2016 PA 560, entitled" Michigan veterans' facility authority act,"(MCL 36.101 to 36.112) by adding section 6a. Chairman Howell handed the gavel over to Vice Chair Wakeman at 12:02 pm Representative Tate testified in support of HB 4742 and HB 4743. Representative Howell testified in support of HB 4742 and HB 4743. Chairman Howell took the gavel back at 12:05 pm The Chair laid HB 4744 before the committee: HB 4744 (Rep. Love) A bill to amend 1976 PA 399, entitled" Safe drinking water act," by amending section 2 (MCL 325.1002), as amended by 1998 PA 56, and by adding section 7a. Representative Love testified in support of HB 4744. The Chair laid HB 4745 before the committee: HB 4745 (Rep. Kahle) A bill to amend 1994 PA 451, entitled" Natural resources and environmental protection act," by amending section 60108 (MCL 324.60108), as amended by 2011 PA 167. Representative Kahle testified in support of HB 4745. The Chair laid HB 4746 before the committee: HB 4746 (Rep. Griffin) A bill to establish the Michigan PFAS action response team and provide for its powers and duties; and to prescribe the powers and duties of certain state and local agencies and officials. Representative Griffin testified in support of HB 4746. The Chair laid HB 4747 and HB 4748 before the committee: HB 4747 (Rep. Cherry) A bill to amend 1978 PA 368, entitled" Public health code,"(MCL 333.1101 to 333.25211) by adding section 5478b. HB 4748 (Rep. Whiteford) A bill to amend 1978 PA 368, entitled" Public health code,"(MCL 333.1101 to 333.25211) by adding section 5478a. Representative Cherry testified in support of HB 4747 and HB 4748. Representative Whiteford testified in support of HB 4747 and HB 4748. The Chair laid HB 4749 before the committee: HB 4749 (Rep. Afendoulis) A bill to amend 1976 PA 399, entitled" Safe drinking water act," by amending section 7 (MCL 325.1007), as amended by 1998 PA 56. Representative Afendoulis testified in support of HB 4749. The Chair laid HB 4750 before the committee: HB 4750 (Rep. Kennedy) A bill to amend 1976 PA 399, entitled" Safe drinking water act," by amending section 21 (MCL 325.1021), as amended by 2006 PA 601, and by adding section 19d. Representative Kennedy testified in support of HB 4750. The Chair laid HB 4064 before the committee and returned to HB 4742, HB 4743, HB 4744, HB 4745, HB 4746, HB 4747, HB 4748, HB 4749 and HB 4750: HB 4064 (Rep. Neeley) A bill to amend 1976 PA 399, entitled" Safe drinking water act," by amending section 2 (MCL 325.1002), as amended by 1998 PA 56, and by adding section 7a. James Clift, George Krisztian, & Steve Sliver, representing the Michigan Department of Environment, Great Lakes, and Energy, testified with no position on HB 4064, HB 4742, HB 4743, HB 4744, HB 4746, HB 4749 and HB 4750. Sarah Lyon-Callo, representing the Michigan Department of Health and Human Services, Bureau of Epidemiology and Population Health, testified in opposition to HB 4747 and HB 4748. Charlotte Jameson, representing the Michigan Environmental Council, testified with a neutral position on HB 4064, HB 4742, HB 4743, HB 4744, HB 4745, HB 4746, HB 4747, HB 4748, HB 4749 and HB 4750. The following people submitted a card in support of HB 4745, but did not wish to speak: Mike Frederick, representing the MI Ground Water Association. The following people submitted a card in opposition to HB 4064, but did not wish to speak: Peter Spadafore, representing the MI Association of Superintendents & Administrators.
