- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION AND WORKFORCE REP. NANCY DEBOER CHAIR COMMITTEE MEETING MINUTES The House Committee on Education and Workforce was called to order by Chair DeBoer. The Clerk read a letter dated January 30th, 2025, from House Speaker Matt Hall which appointed members of the Committee on Education and Workforce. The Chair requested attendance to be called: Present: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Absent: Rep. Paquette. Excused: Rep. Paquette. Chair DeBoer stated that the House Committee on Education and Workforce will follow the Uniform Committee Rules, stated in the House Standing Rules, that were adopted on the House Floor. Chair DeBoer offered the following proposed committee rule: At the discretion of the committee chair, a member of the public may address the committee regarding business before the committee. The committee may accept written testimony in lieu of oral testimony. Representative Linting moved to adopt the proposed committee rule. The motion prevailed 10-0- 0: FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: None. Representative Linting moved to adopt Wednesday at 10:30am in room 327 of the House Office Building as the normal day, time, and location for meetings of the House Education and Workforce Committee. The motion prevailed 10-0-0: Wednesday, February 19, 2025 10:30 AM Room 327, House Office Building FAVORABLE ROLL CALL Yeas: Reps. DeBoer, Linting, Fox, Kunse, St. Germaine, Pavlov, Wilson, Koleszar, Weiss and Byrnes. Nays: None. Pass: None. The Chair laid HB 4060 before the committee: Representative VanderWall and Dave Cox, Superintendent of the Manistee ISD, testified in support of HB 4060. Questions and discussion followed. The following people submitted a card in support of HB 4060, but did not wish to speak: Peter Spadafore, representing the Michigan Alliance for Student Opportunity. Jen Smith, representing the Michigan Association of School Boards. Matt Schueller, representing the Michigan Association of School administrators. John Severson, representing the Michigan Association of Intermediate School Administrators. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Eric Chappell, representing ABC of Michigan. Dawn Crandall, representing the Home Builders Association of Michigan. The Chair laid a presentation on Michigan's Teacher Shortage before the committee. Jeff Cobb and Dr. Jennifer DeNeal, representing EdTrust Midwest, gave a presentation on Michigan's Teacher Shortage. Questions and discussion followed. Representative Linting moved to excuse Rep. Paquette from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair DeBoer adjourned the meeting at 11:26 AM.
