- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, October 16, 2019 9:00 a.m. Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Absent/Excused: Rep. Garrett. Representative Rendon moved to adopt the meeting minutes from October 2, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HCR 2 before the committee: HCR 2 (Rep. Vaupel) A concurrent resolution to declare Adverse Childhood Experiences (ACEs) a critical health issue, commit the Legislature to action, and encourage the Governor to direct agencies to assess and report progress on reducing ACEs. The following individuals submitted a testimony card in support of HCR 2, but did not wish to speak: Amy Zaagman, Executive Director for the Michigan Council for Maternal and Child Health, and Jared Burkhart, Executive Director of the Michigan Chapter of American Academy of Pediatrics. Representative Wozniak moved to report out HCR 2 with recommendation. The motion prevailed 7-0-1. FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: Rep. Hoitenga. The Chair laid HB 4082 before the committee: HB 4082 (Rep. Rendon) A bill to amend 1973 PA 116, entitled “An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts,"(MCL 722.111 to 722.128) by adding section 3i. The following individuals submitted a testimony card in support of HB 4082, but did not wish to speak: Amy Zaagman, Executive Director for the Michigan Council for Maternal and Child Health, and Jared Burkhart, Executive Director of the Michigan Chapter of American Academy of Pediatrics. Representative Rendon moved to refer HB 4082 to the committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 7-0-1: FAVORABLE ROLL CALL Yeas: Reps. Crawford, Rendon, Meerman, Wozniak, Liberati, Brenda Carter, Cynthia Johnson. Nays: None. Pass: Rep. Hoitenga. Representative Cynthia Johnson moved to excuse Representative Garrett from the meeting. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Representative Carter moved to adjourn the Committee. There being no objection, the motion prevailed by unanimous consent.
