- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, October 16, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Tax Policy was called to order by Chair Afendoulis. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Robinson, Whitsett. Absent/Excused: Rep. Lasinski. Representative Lower moved to adopt the meeting minutes from October 2, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4922 before the committee: HB 4922 (Rep. Johnson) A bill to repeal 1899 PA 188, entitled "Michigan estate tax act," (MCL 205.201 to 205.256). Representative Steven Johnson testified in support of HB 4922. James Hohman, representing Mackinac Center for Public Policy, testified in support of HB 4922. Questions and discussion followed. Rachel Richards, representing Michigan Department of Treasury, testified in opposition of HB 4922. Questions and discussion followed. Charles Owens, representing National Federation of Independent Businesses, testified in support of HB 4922. Questions and discussion followed. The Chair laid HB 4171 before the committee: HB 4171 (Rep. Alexander) A bill to amend 1967 PA 281, entitled "Income tax act of 1967,"by amending section 30 (MCL 206.30), as amended by 2018 PA 589. Representative Alexander, and Sue Macrellis, representing herself, testified in support of HB 4171. Questions and discussion followed. The following people submitted a card with a neutral position on HB 4171, but did not wish to speak: Rachel Richards, representing the Michigan Department of Treasury. The following people submitted a card in support of HB 4171, but did not wish to speak: Melissa Seifert, representing the American Association of Retired People. Mary Pollock, representing the Michigan State Employee Retirees Association. Donald Taylor, representing the Retired Detroit Police Officers and Fire Fighters Association. Representative Afendoulis moved to excuse Representative Lasinski from the meeting. There being no objection the motion prevailed by unanimous consent.
