JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, October 22, 2019 10:30 AM Room 327, House Office Building The House Standing Committee on Transportation was called to order by the Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Absent/Excused: None. Representative Sheppard moved to adopt the meeting minutes from October 15, 2019. There being no objection, the motion prevailed by unanimous consent. At 10:35 AM, the Chair laid the committee at ease. At 10:36 AM, the Majority Vice Chair Gary Eisen called the committee back to order. The Chair laid HB 4784 before the committee: HB 4784 (Rep. O'Malley)A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," by amending the title and section 2 (MCL 250.1002) and by adding section 2a. Representative Sheppard moved to adopt substitute (H-2) to HB 4784. The motion prevailed 11- 0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Haadsma, Shannon. Nays: None. Pass: None. Representative O'Malley testified in support of HB 4784 as substitute (H-2). Questions and discussion followed. At 10:42 AM, the Majority Vice Chair Gary Eisen laid the committee at ease. At 10:43 AM, the Chair called the committee back to order. Representative Sheppard motioned to reconsider the vote by which substitute (H-2) to HB 4784 was adopted. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Nays: None. Pass: None. Representative Sheppard moved to adopt substitute (H-2) to HB 4784. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Nays: None. Pass: None. Mark Polsdofer, representing the Michigan Department of Transportation, testified in opposition to HB 4784. Questions and discussion followed. The following people submitted a card with a neutral position on HB 4784 as substitute (H-2), but did not wish to speak: Ed Noyola, representing the County Road Association of Michigan. Deena Bosworth, representing the Michigan Association of Counties. There being no further business before the committee, Rep. Jack O'Malley adjourned the meeting at 10:49 AM.
